Buyer’s Guide: Securing Land & Property Transactions in Cameroon
Acquiring real estate or land in Cameroon is governed by Ordinance No. 74-1 of July 6, 1974. Under Cameroonian law, the Titre Foncier (Land Certificate) is the sole authentic, definitive, and unassailable proof of private land ownership. Transactions conducted using informal customary receipts or abandonment certificates do not convey legal ownership and remain within the National Domain, leaving purchasers vulnerable to severe ownership disputes and double-sale fraud.
1. Authentic Certificate of Ownership (MINDCAF)
Prior to paying any deposit, obtain an official Certificate of Ownership issued within the last 3 months by the competent Divisional Land Registry (Conservation Foncière). This guarantees legitimate title ownership and verifies zero mortgages, liens, or court attachments.
2. Boundary Demarcation by Sworn Surveyor (OGEC)
Retain a licensed surveyor registered with the Ordre des Géomètres-Experts du Cameroun (OGEC) to conduct a physical boundary verification (bornage contradictoire). This confirms exact surface area and ensures no encroachment on public domain or adjacent plots.
3. Mandatory Notary Deed & Escrow
Under Cameroonian land law, private agreements without notary execution are null and void. A registered Notaire must execute the authentic sale deed, secure purchase funds in escrow, pay registration duties, and file for title mutation.
4. Transparent Market Price Benchmarks
Prices for titled land vary by utilities and paved access: from 120,000 to 350,000 XAF/m² in Bonapriso or Bastos, 30,000 to 75,000 XAF/m² in Odza or Makepe, and from 15,000 XAF/m² along the coastal resort strips of Kribi.
